It's not my place to decide the worth of another human being. That is God's job. According to my resumé, I'm not qualified. But what I can say is, if we gave people "like that" fair wages and much needed health care benefits, the scamming would stop. How about quality education and job programs? Free training programs? Things that can actually help people get out of poverty.

No, it wouldn't stop unless you can get rid of the human trait of greed that is not morally directed. And even if you could, who would make up the difference between what a person can produce and what the fair wage is? Who would provide quality education and at what cost? And "free" training programs? Who pays the trainers?
