looks like spider mites hold it under the tap rub under the leaves wash it for a few minutes. have you ever seen spider mites? they are very small way smaller than this period at the end of this sentence.
Rookie can't figure out what this is if there is no evidence of insects!

I thought spider mites right away, but a 30x magnifier and sticky traps turned up nothing! I may have burnt the shit out of this one with some rookie errors.

webs don't happen until spider mites have started colonizing. webs are a late sign of mites. you should look at your plants every day if possible for early signs of bugs. if you catch them early they are a lot easier to get rid of. small white dots on the tops of the leaves is the first sign. it's good to turn over the leaves frequently and check for small blackish/reddish/brownish dots. spider mites stay on the undersides of the leaves so you won't catch them early if you are just looking at the tops of the leaves or for webs.

its just damage from the humidity shot. they did NOT like going from the high moisture to the low and they are showing you right now. thats the main reason we dont use domes for that long, cause when they come outta there , they die.
MAKE SURE your medium has plenty of aeration and is not staying wet an they will come out of it soon. dont worry about the low humidity , it wont hurt nothin.
you can sprout them in domes but they need to come outta there just as soon as they pop... or a day later topps.

3 days after removing the dome and stopping the spraying, it looks like she might be alive after all (?)! If that's the case, should I remove those dead leaves or leave them alone? It looks like the young ones next to her are doing OK. They are 9 & 10 days from seed. Grateful for the advice here! To me, after a bowl of NYC Diesel, at this stage, from overhead, they look like a flock of soaring birds. I hope that's a good omen.

you can remove those yellow damaged leaves in the first picture. they're not going to help your plant photosynthesize in that condition

Thanks. I took them off as soon as i got the tip from nomaninsf. Here's how she looked 2 days ago, 2 days after I removed those leaves. Tiny, but apparently growing.

honestly she might not make it , but its worth a try.
if you have the room an time leave her alive. you will learn a thing or two from her. If not then pitch her. once you get up an runnin , you'll start to get picky about seeds/clones like that.
there is A LOT to learn from slow plants like that , but on the other hand its gonna take 2 to 4 weeks to actually start growing "normal" again, as to where the others its age will already have been ready for flower.
i always recommend to finish the shitty plants out so you can learn from them, but this situation is a toss up because i believe you already learned your lesson , and its just so little , its gonna take a long time just to learn from.
do NOT overwater her ...... other then that she will slowly come out of it.

Thanks! The humidity dome went away Xmas after all the advice from this forum. I seem to be great at needing to learn everything the hard way. I've got a grow journal going and am always happy for advice like yours BEFORE I KILL EVERYTHING IN SIGHT!
