What are these noises?
Is there some stupid guy, that sits around all day just going... "Uhhh-Duuhhhhhh...Duuuuuuuuuurrrrrr..."
And we're mimicking him?

I think it's supposed to be mimicking the mentally handicapped or 'retards'.

Are they making those noises all the time, I've met some downs syndrome kids (one comes to family reunions), and have had "retarded" kids that wen to my church when I was a kid, that would hold one arm to their chest all day, and bang is some times...
But I don't remember anyone ever being like..."Uhhh-Duuuuuuuuuuurrrrrrr"

As a cultural phenomenon, I saw it in those '30s Merrie melodies cartoons where Dumb Guy would routinely say "dduuuuhhhh... Okay" or some such.

I have seen severe Down's cases, and when they vocalize it's almost all vowels with a lot of diaphragm pressure behind them. "Duh" is a pretty good stereotype/symbol for these sounds. cn
