HB 1491-Texas Legalization of Medical Marijuana

House Bill 1491 is a Texas bill that was introduced in March of 2011 to legalize medical marijuana in the state of Texas. It was referred to the committee of Public Health for final say. The author of the bill, Rep. Elliot Naishtat is actually the vice chair of this committee. I urge all Texas residents that support legalization to write the members of this committee and tell them why you want medical marijuana legalized. I will remind my friends at RIU that you catch more flies with honey, so while this issue is frustrating I urge you to write them in a civil manner. For your convenience I will attach a link to this committee, all you have to do is click on the representatives picture and then email them.

The Link: http://www.house.state.tx.us/committees/committee/?committee=410&session=82

Fortunately the Redneck tool bags don't really pay attention to what goes on in the Texas House of Representatives. There is a lot of support for MJ in Texas, we just have to let our voices be heard.

If you write your Representative, please consider this....

Anyone contacting an elected official asking them to support this bill will appear ignorant.

The bill is dead.

The Legislative session adjourned Sine Die on May 30, 2011.

The Legislature is not scheduled to convene until the next session, approximately one year from now.

The current period is what is known at the Capitol as the interim. The primary activities are centered around the Committees which are doing what are known as interim studies.

To see a comprehensive list of the Interim Charges go here.

The interim reports should be released in the Fall.

Since you posted this, you appear ignorant. This committee is still meeting and hb1491 is not dead. This bill will be reviewed by this committee. Negative people like you that sit in front of their computer and complain are extremely aggravating. You do nothing but sit on your hands and complain. If you are not interested in helping then get out of my thread.

I'm simply being realistic.

Refute anything I stated previously, Professor. Go ahead.

You have something against the truth? You want a bunch of apparently ignorant potheads contacting elected officials?

I don't.

That is why I offered the list of Interim Studies. The interim is all about issues, not legislation. Bill filing for the next session does not start until late Fall. After the November election.

Hopefully a member of either the House or the Senate will file a re-legalization bill. Until then, contact the elected officials about the issue, not the bill. I've already stated why.

Now here is what I recommend. The House has 150 members. Every member has at least one office in their district.

The Senate has 31 members; so their districts are, on the whole, much larger. But they have district offices, too. Usually several.

Call your local Representative's district office and make an appointment to meet with a staffer.

Go meet with the staffer and politely explain your position. If you want to be taken seriously, do not be dressed like Slater from Dazed and Confused.

Ask them to consider recommending to their boss that he or she file a bill re-legalizing cannabis.

Does this meet your approval, Professor?

The worst part is he is absolutely WRONG !!! This bill was referred to the public Health Committee which will decide the fate of this bill. They are absolutely still meeting and actually have a meeting this month. When the time comes for them to review this bill every MJ supporter should want their email boxes full of support for medical MJ.

The committee is still meeting studying the Interim Charges.

HB 1491 is dead. I assure you. Deader than fried chicken.

If you don't believe me, call your State Representative's office and ask them.

But you need not do that because I will explain. The regular scheduled Legislative Session lasts 140 days. The Legislature meets every other year in regular session.

The last day of the regular session is called Sine Die. Everything not passed by both houses is dead once the Legislature adjourns Sine Die.

HB 1491 died without even getting a public hearing. There was no companion bill in the Senate.

See for yourself.

The House Committee on Public Health is meeting on January 24, 2012.

Here is a copy of the posted notice. http://www.legis.state.tx.us/tlodocs/82R/schedules/html/C4102012012411001.htm

The committee will meet to hear invited and public testimony related to Interim Charge #5. Specifically, the committee will hear testimony on the following topics:

· An update on the implementation of legislation passed by the 82nd Legislature under the committee's jurisdiction

· The Texas Healthcare Transformation and Quality Improvement Program Medicaid 1115 Waiver

· The over utilization of orthodontic services in Medicaid and actions taken by the Health and Human Services Commission to address the issue

· The Department of State Health Services policies and procedures for hiring personnel and monitoring patient safety at state hospitals
I'm trying to help you guys.

But go ahead and ignore the information I provided.

Make an ass out of yourself by supporting a dead bill.

There is a difference between dead and stalled. This bill could be given life by the Public Health committee. No one will look bad by writing the representatives and telling them they support MMJ. However, you look like an asshole for hijacking a positive thread and trying to turn it into something negative.

Exactly, those are the topics for this months meeting. MMJ will be reviewed as well at a later date. When that time comes people should want the reps to know they support MMJ.

The public health committee has the power to give new life to the bill. Don't give up.

Rick Perry will be out as Texas Governer, that is for sure. There is still opposition but the most important thing is most people support it. Keep after your Reps and one day we will get what we want.

It's dead. Accept it. The regular session is over.

I referenced HB 1491. And you will look stupid if you ask an elected official to support a dead bill.

MMJ is another matter. It is an issue. I encourage everyone to contact their State Representative to discuss it if they wish. Nothing wrong with that.

You believe I look like an asshole. Heavens to Betsy! How will I ever get over it?

How have I been negative by telling the truth? I'm trying to help you to not look like a complete dumb ass when contacting your elected official.

You're welcome.

If it is not in the Interim Charges, there will be no hearing on the topic.

No it does not. Educate yourself, for Pete's sake.

The bill is dead.

I wish to revisit this post.

What exactly have I complained about? Unless laughing at internet activists could be considered complaining, I do not recall doing so.

The difference between internet activists and gamers is that at least gamers know they are not actually accomplishing anything.

Go to the Public Hearing on the 24th. Sign a Witness Affirmation Form stating you would like to testify in favor of HB 1491.

If the Clerk does not laugh in your face, the worst thing that will happen is that you will not be recognized by the Chair to testify.

If you fill out the Witness Affirmation Form dishonestly and state you wish to testify on one of the posted subjects, then start talking about MMJ; you will be asked by the chair to confine your comments to the subject.

If you persist, you will be removed from the hearing room by an armed State Trooper.

One more thing. This is not YOUR thread, Junior. This thread belongs to RIU. You started it. Nothing more.

And I will post wherever I wish. Thank you very much.
