You seem convinced they are stupid enough not to recognize that there are 6 - 7 times as many white people as black people, and therefore, to try to compare the two any way other than proportional is stupid. I think you are foolish but not stupid, therefore you are knowingly trying to confuse people. Let the reader judge you on that.

The fact that there are equal numbers of whites and blacks on a given social program means, by definition, that blacks are over-represented by a factor of three. If you are black, in your example, your chances of being in the recipient group is three times that if you were white.
