Not a racial thing really (except that blacks are overly targeted), it shows the effects of dependence and how it makes the population predictable and malleable.

The really amusing part of this is that Newt has been invited to speak at the NAACP before and turned them down. Oh and the largest percentage of welfare recipients are white folks. That's a statistical fact, not an opinion.
