Please Help, Beginning of 3rd Weed Veg

My plant's are just beginnning their 3rd week of veg, they are still only about an inch out of the soil with 4 generations.
The posts i see on here say i should veg for 4 weeks (5 including germination) and the plant should be about 1 ft tall then i should start budding to recieve about 2oz bone dry yield per plant but these seem like they are going to take about 2months to get to 1ft in height
They are going to be put under a 600w hps for budding
I have some pics from a week ago if anyone would like to see just ask but i won't have any new ones till possibly tonight

120 x 120 x 200h grow tent (double sheeted mylar
250W CFL blue spectrum
This strain is a candy kush, this picture is a week old there are other strains like white widow x big bud, ch9 jack + pure ak (the candy kush is not feminised)
Sorry i don't currently have any pictures of the other strains but they are about the same as this candy kush

Daytime temp is about 22-24degrees (remember i'm british)
nighttime temp is dead on 20

It looks like its rather wet, your not over watering are you?
If so, let it dry out some in between watering to let the roots stretch out some looking for moisture.

That picture was literally taken about 15minutes after she was watered, and the soil is coco pro plus

Ok, just wanted to make sure. I have noticed that by letting it dry out between watering really seems to help out.
It took me some time to realize that they are weeds and are more resilient than i thought to "drought conditions" then they are to over watering.
I have added perlite to my soil for better drainage while allowing more oxygen to the roots and aid in over water and it seems to work very good.

Perlite is an amorphous volcanic glass that has a relatively high water content, typically formed by the hydration of obsidian. It occurs naturally and has the unusual property of greatly expanding when heated sufficiently. It is an industrial mineral and a commercial product useful for its light weight after processing.

I have just googled it it looks like coke loool.
So what does it do, do you put it in the soil for water to extract the minerals out of it? i'm highly confused

it is a white chunky type product, it comes in different sizes, Most good soils come with it, you can add more if you need better drainage from your soil.
Basically, if your soil takes to long to dry, you can add perlite and it acts like air pockets allowing your soil to get oxygen and dry quicker.

I understand now apart from one thing, surely the soil doesn't dry untill the plant has drunk all the water anyway?
so does this product make the water more soluable for the plant?

Perlite reduces soil compaction when added into the soil mixture. Which in turn allows for better drainage in the soil and allows some "air pockets" in the soil.

water dries thru evaporation, transpiration and the plant drinking. if your soil stays wet to long, your roots will rot.

No it doesnt make the water more soluable. It aids in water drainage so you have less chance of over watering and soil compaction.

I understand now thanks lads, any other features i could speed up the vegging stage with?
i'm not using nutes as its coco pro plus fresh soil (not used before)
any advice so i can quickly get to that stinky stage would be much appreciated
When's the earliest/ smallest my plant should be before putting into budding?

I flipped mine at 4 weeks veg 12"-16" with 10-12 nodes.
A lot has to do with how much light you have and how tall you are able to grow the finished plant. They can stretch 2-3 times in height after you switch to flowering.
What light schedule are you using now?

What do you mean when they altarnate?

when the plants are young the leaves will grow a set across from each other (180deg) after they mature they will alternate and not be directly across from each other.
