Intent should only be used for justification of forgiving a crime, not for doling out lesser or greater punishments. If you kill someone for molesting your child is different than killing because their dog shit in your yard. Dog shit and hating race are both hate. Who is to say which is worse? Obviously both were equally bad, since both lead to murder.
Now things like accidental death and negligence are different categories. But purposeful murder, no matter intent, motivation or planning are all the same. The guy isn't any deader.
Also another category would be if you raped or tortured. Those have reasons, but would NEVER have those reasons taken into account.
In short, only the outcome matters. In extreme instances, the reason comes into play. But those would be the rare exception and only to justify release from punishment, like what I stated before. Not for the degree of punishment.
Pretty much if you knew what you were doing, did it anyway, you get whatever punishment that resulting act caused. Simple.
