Trial and error my friend.. your flowering or vegging with 15 bulbs.. why not save your money and get one hid? or better yet get a cool tubed HID and if my math is right should be around the same amount you would rigging and creating a decent setup..
IMHO CFL gets you fluffy leafy < HID get you solid nugs/ getting to your full potential of potentcy
but for Veg I also use a high watt CFL saves electricity over a MH and still does work in the right spectrum.. but I cant touch the bulb thats for sure, that shi# is hot!
for real tho not gettin into the, CFL vs HID argument.. CFL'rs are serious about there lights, which I guess they need to be since its kinda newer to growin.. I tried it with HPS/MH and CFL's for me and my setup a HPS will get a better result than a CFL.
ML my best advise for you is to try it and see, its the best way and only way to really know what works

Use seaweed/kelp extract during flower for denser nugs using CFL's.
You use many fewer bulbs during Veg.
You can make a 16 CFL bulb fixture for $35.
FACT: You can get tight solid buds with CFLs.
FACT: You can get fluffy loose buds with HIDs.
It's all in the growers knowledge and skills or lack there of.
damn wow a vanity with y splitters. thats a good idea. but the only thing I dont get with this idea is with cfls the plant has to be surround in lights. from a vanity it would only come from the top....There's quite a few words in there I didn't get. Basically, string-up the vanity, put on the extension cord into its outlet and it's good. Don't know what A y-splitter is, but for a layman I could just tape them together?
EDIT:
Thank you so much for the link!!! Almost forgot my manners :/
Also, @ 2.50*6 ~15$ so I'll be going with two vanities, one for the top and the other for the side (with supplemental light on the other side, maybe one or two CFLs)
But 14 Lights (plus another set for flowering) comes to 12$*3 = 36$ for 12 lights, which comes to a bit over 72$ w/o tax plus 30$ for two vanities. Around 102$, can probably get a ~400 watt HPS for that. Now only to figure if the surrounding light effect is worth it, or if I can purchase 12-packs for like .50c a bulb less.

Thank you very much, but I actually found these for ~33$: (11$*3)
Oh wow, I didn't even see the actually wattage I just assumed it was 23 watt xP. Yea, the way I figure it I'm going to be growing 8 plants on a 2-week delay of 2 plants per bi-week plus flowering four plants, again two per bi-week, continously. I don't really know how many lights I need xPPdude that link has 6 6500k 45W for 22 bucks.... maybe you want lights really fast but 23W 6500k 11 each ISNT a better deal lol.
8 plants id put a 400W minimum on since ive been told 50W a plant is very bare minimum. so you could have all of those 400Ws with 2 of those 6 packs of 42W with a bit to spare for only 44 bucks. the power strips, adapters, Y splitters and soil will all be 40 bucks at very very most. a couple fans 10-20 bucks. so only looking at 100 bucks, and your yield will be massive with 8 plants.Oh wow, I didn't even see the actually wattage I just assumed it was 23 watt xP.
