Watering Cubes

Buddy has a few plants started in Jiffy Pellets, and they seem to dry out EXTREMELY quick, like he has been watering them 2 times a day. So my question his how often should he be watering them in the Jiffy Pellets?

Also, he plans to use Root Riot for the other batch, so just so he can be prepared, how often should he be watering them when they are in the Root Riot?

Forgot to mention he is using a heat mat as well, so this may cause the quicker drying out. Also, for both of these products what is a good way to tell if they need the water in the first place.

He wouldn't happen to have the same problem as my imaginary sheep herding friend? If so they both really need help =)

cubes should be damp but not soaking.. if you squeeze them gently a few drops should drip out.
both heating mat and light source will dry the cubes out.. I find if I put cubes under the HPS they dry out very quickly, if I put them under a blue fluorescents they stay damper for longer, I also use a dome to keep the humidity up..
