I think that's all well and good, except for the requirement that you rep 30 other people before you rep the same person again. For example, what if one person helps another repeatedly? Or if someone following a very helpful person on threads continually rep someone because they give good advice? I guess this is the best way to curb gratuitous repping, but 30?

I dont' mean ignore it as in don't try to change it. I mean don't get your panties all in a twist over it. You know, calmly work on it if it in whatever way helps to actually fix what you feel is wrong but there's no sense in freaking out all over.
I actually agree with you in principal, just don't see the sense in posting all over it and getting into something with the people who did it- too much negative energy. It's like, if someone is robbing my neighbor's house I'm not going to go start a fight with him, I'm going to call the cops.
