What is your ambient temp? Where do you exhaust to?
I have the same tent. With a PG180 LED panel and a 150w CMH, I was around 84-86F with a 72-75F ambient and exhaust to the outside. I only use a 130 CFM fan going through a carbon filter.
Do you have both lower vents open? Are you venting out of the top?
A: You can run c02 and take advantage of the higher temps.
B: Unhook one end of the hood so that the fan draws air through the tent, through the hood, and then outside. ( I am unsure as to your current setup but if the light vent is isolated from the tent try what I describe)
The problem with foil reflective walls is what it does to the light energy. When light passes through or reflects off something it's wavelengths can be altered and the light intensities shifted. Foil tends to reflect infrared very well and that heat radiation is bounced back into the tent instead of being absorbed by the wall raising your ambient temperatures.

Since you have a 400 cfm fan, you really should have both passive vents open.
The best thing you can do for your temps is find a way to move that exhaust out of the grow room.
