When do sugar leafs begin to form during flowering?

Leaves grow from nodes, buds grow from nodes. Simple. Sugar leaves aren't anything special, they're just leaves growing from the same place as buds that get coated with resin.

but what i want to know is if all female plants have trichs on the leaves close to the buds. or do some just not produce much on the leaves?

all will produce at least some resin on the small leaves protruding out of the buds. Some much more than others. Indica leaning plants have more sugary leaves than sativa in general. A longer flowering Haze variety would have less. Something like N Lights, Kush, etc, would have more sugar leaves to collect while trimming/manicuring.
