I'd say so. Man that is a thready plant.
How long did you veg? What lighting did you use? Have you changed the lighting? Just a few questions.

I agree with all, you've obviously didn't have enough lite for your grow, what lites are you using? your plants are stretched pritty bad. No growth on the bottom due to not enough penatration of lite.
