Our soldiers in afghanistan are fighting with m16's which they keep their hell fire switch on semi auto for the fact it is easier to hit your target, very rarely do they switch to fully auto, so the whole thing makes no sense, wouldnt it make more sense for only fully auto to be legal and semi auto illegal? your control of the gun is much less on fully auto thus not hitting your target as often, seems more logical to me.
