Will Colorado legalize?!

"Exit polls and early returns projections suggest Colorado will approve Amendment 64"

Currently leading at 53.5% with 30% of precincts reporting!!!

does that amendment only make it legal for Colorado residents or would US citizens visiting the state have the right to smoke too?...or am i wrong all together....im amazed i hadn't heard of this till yesterday
