Asia doesn't mean exclusively China or India. Both Japan and South Korea have aid programs for low income families. Japan's un employment is 4.1% versus the US at 4.5%. Pretty sure kids as well as their families in the US see what happens to your job prospects without a proper education. Just look out the window.
Of course parental involvement helps a great deal however without proper teachers and a proper learning environment, all the parental support in the world isn't going to help those students. I can also tell you from personal experience that Asian kids 'enjoy' (Read: hate) school just as much as American or Canadian kids. Sure, pressure at home compels them to succeed but without proper education and teachers, what would they be succeeding at??
Lastly I would like to add that the percentage of citizens below the poverty line in the US is .1% higher than in south Korea and on par with Japan:
