UPDATE: Concerning the two 1000 watt lights I recieved today!!!
So The tech in me couldnt sit there thinking I had a broken ballast.
so I opened it.
I found a Loose wire had popped out of the quick connect of the Capacitor.
Put it in and tested boom, fired right up.
HOWEVER, one of the Growbright bulbs is still Non Working, it is trying very hard to spark but just doesnt wanna fire.
So All in ALL just a bad bulb.
Can I blame HTG for a possible shipping knock loose of the Capacitor Wire?
Maybe, and heres why.
Looking at the inside of the ballast shows me a few things.
What looks like the ballast had sat in one posistion, was then removed and a new ballast replaced.
Also the original zip ties used to hold the capacitor and igniter had removed some paint from the original suface and new zip ties put in place over a new Iginiter and capacitor.
I think it is a refurbished ballast.
I think that HTG Sells refurbished equipment.
If you look at the website, it does not state BRAND NEW any where.
However i think they sell all Merchandise that is New through E-bAy. As E-bay forces sellers to list as New or Used or Refurbished
So thats there scheme,

It was so simple, why didnt I see that before I bought anything.
I am planning to call the guy tommorrow to discuss this, but as I said I have a bad Bulb any way you look at it, so I am gonna try to play it cool as I dont want to spend $80 locally for one if I piss him off.
Even Though I feel they should be pissed on.
