I've been growing my 2 babies for about 2.5 months both are around 20". In the last 10 days they shot up 7", is that good? They are also leafy and full of new growth, when should I start to flower??

Pictures always help brotha man, but far as flowering, always take into consideration once that girl goes into bloom / flowering she is going to grow 2 - 3 times taller / bigger. So you can wait till you see preflowers in veg state then you know shes mature enough to put into flower, or you can force it into flower with 12 on 12 off lighting if have to worry about size.

2 1/2 months is 10 weeks...yeah you can flip to flower anytime now....all depends how big you want it
