Couple things you could so.
1- place them under a heat mat.
2- germinate them in distilled water. (Personally my experience has proven best using this method)
3- lightly sand down a side of the seed to help it soften.
4- crack the seeds EXTREMELY CAREFULLY, using your wife's tweezers. It makes sure the seed soaks water which activates the germination process. I also do this and it allows me to see there is a tail inside the seed and it isn't a dud.
I had a problem with some very nice fem seeds. I played it safe in the damp paper towel and had no luck germinating. I then decided to crack them with tweezers and regerm again. NOTHING... No tail! So I potted them for 4 days and my impatience made me dig them up to see what was happening... NOTHING! So I then put them into water and sat it overnight. 23 hours later they popped a tail. Magically resilient!!
