the best i could find on a search of google for "how much did jerry brown cut medi-cal" came up with this. about 1 billion in cuts annually.

this train project has been in the works since before brown was even in office (again), and had vast amounts of funding beyond the medi-cal cuts that were made (which were nowhere near "to the bone").
