ph water or not?

Simple question ..... do u ph water b4 mixing nutrients or after? My grow medium is soil(fox farm) . Im on 3rd week of bloom and some leave are show ph stress, I recently moved to another city and water seems to b about 9.5 straight from tap..

I let my water sit in its container for 24 hours after getting it from the sink, then ph test it, then mix my nutrients. Never had any ph problems to this day. My tap runs about 8.5, and I lower it to around 6.5.

What about EC levels?
Does allowing tap water to stand for 24 hours change the EC at all?
Straight from the tap my water is reading 0.5 (very hard).
