Thanks for the help guys. Just got home from work and played with it a little. I found the issue. I went back and checked all of the connections and I think one of the wires going into one of the ideal cob holders wasn't pressed in quite far enough. Had to strip the wire a little more.

I'm running the 72v COBs... at least that's what I ordered. It doesn't specifically say 72v on the COBs. Is there a way to make sure they didn't accidentally send me the 36v by mistake?
My light is not turning on and I'm pretty damn frustrated. Using a non contact voltage tester I was able to determine that power is properly flowing into the driver, however Im not picking up any power coming out of the driver. Is it a defective driver?
