Looking at specs, the Apollo 8 seems (pretty much) the same as my (now retired) Marshydro 300Ws lights. I don't *think* that the light itself is reason for your problems, especially not at 22" which is way far for those types of light. Could there be any reason that there is another problem...

1x CXB3590 for your area (0.209 sqm) would be about 580-600ish PPFD which is on the low side. Moving the light UP would not make things better, in fact it would make things worse since the intensity of the light decreases with distance - same as with a low W light. I was looking into the black/white sheets too, maybe next time. One major problem with mylar/silver reflective stuff is when I foliar spray, or just from the dust outside, after a few months it gets dirty with white calcium stains from the water. I guess this wouldn't matter with white sheeting.
