I use little led bulbs in veg, that pull 15 watts. They cost $10 at walmart. I'm slowly replacing cfls with these powerful little guys. The plants love it, and grow fatter. Some of these floodlights for $30 are a steal. I'm going to try one of them. Why not try it? If you can't afford cobs but...

Increasing temps will drive down humidity if not adding moisture to the space. Try to get your thermometer at canopy level at various spots, 25° c is just fine. If I'm right and it's too hot, bring down the temp, you'll raise the humidity. Also, experiment a bit, let your plant dry out so you...
