You need to ph your water! My tap comes out at about 7.5-7.9 with high ppm's. it would most definitely help a whole lot if you ph, plants take up nutrients better with the ph range of 5.5-6.5 me personally im 5.8-6.2

Just 1 pound? i know its gonna be much more than a pound, ive grew a pound before no problem from 6 plants and they were as big as these were. they were topped pretty good, from soil i can average about 3-4 ounces per plant, sometimes less sometimes more.

How long did you use the old soil? Your better off saving yourself the trouble and using fresh new soil mate, it will help in the long run. As far as the ph issues, are you letting the tap water sit out for at least 24 hours? The ph might be fluctuating because of the minerals in the tap water...
