try to get the cfl a bit closer like 2-4inches so they wont stretch, check ur ph,get a ph tester for 10$ at home depot or 9$ for ph strips at a aquarium place. the right ph for growing wiith soil is around 5.8-6.0 im no expert but those numbers should be correct or really close.
