The genetics to hemp are different.
Every cheese strain and breeder has a corresponding Hermie thread.
That argument dosent carry any weight ever and that's where you get hung up.
Its not a breedable genetic situation, it's highly localized just an error or stress.
Some species use it to manipulate light and spectrum, here's a wiki link -

Never put water near electricity, you can get an instant fire.
These seeds don't need warmth but it will speed their germination, a couple days won't make a difference over the length of the grow.
Do you need to do this?
No it's too hot, yes you can make it work. Plenty of shade cloth and a workable system sees veg grown in plus forty temperatures in some parts of Europe.
Genetics do not allow for a 'hermie prone' individual only a method of action which was described as stress by others.
The progeny would then be the individual lineage that reacted worst to stress.
Marijuana exhibits high morphology for stress, it seems hard you can't imagine the ability to...
I'm experienced in light, the type dosent matter, you can Google ppfd charts for light distances then read the plant to dial in.
I hope I am right in saying that clones and seedlings are down at the 150u/mol light intensity, it's about there for me.
