Yes that's fine. Just dump your old nute and water solution and top up with fresh water, add nutes to desired ppm. All you have to do is keep an eye on your ppm!

70% is fine if in veg. As long as temps are not too low and you have good air exchange/flow. 80% is too high in my opinion. You run the risk of getting powdery mildew. You could extract the air a bit more im your grow room to remove some humidity.

Try dropping your ph down a bit more. Hydro ph off the top of my head should be between 5.5 - 6 with 5.7 to 5.8 being ideal. And yes get your ppm to where you want it then ph your water.
