I wouldn't really waste the fans by pointing them at the bulbs. At 70 CFM, it's not likely they will cool the bulbs themselves off or anything, so you're better off just using them for circulation. You'd be surprised how just placing the fans in the correct spots and a few holes can cool off...

IMO, I'd let your water sit for 24 hours before using it on your plant(s) that way the chemicals that are in normal tap water can dissipate. And the sooner you transplant the better. Make sure you wait til the soil is mostly dry and be gentle. Expect a liiiiittle stunted growth at first after...
