I am not an expert, but I think you have plenty of power already for your space. I have used two bulbs before, in a similiar sized space, but for the different stages of growth. MH for vegg, HPS for bloom. I had pretty good results. What are you doing for ventilation?

I would think you will aok with 2 plants and a 400w HPS. But seriously, get a reflector or make one - you will have better results. How are your plants living now (are they under any lights/are they potted and getting sunlight)?
