you can do that. I sometimes just prep the medium, water, pop the seeds in and cover with shrink wrap to contain the moisture. Its just often easier to germ them via paper towels so you are able to see if/when the seeds have popped..and you're not wasting valuable time waiting for any seeds that...

I like a mix of both... The autos are great for making my own hybrids and i love the sheer size of some of my non auto strains. Autos are also nice for filling out any un-used space in the grow area - maximising growspace potential.

i had an old external ballast that did that.. It was getting hot and cutting out, i tried new bulbs n went over the wiring to see if it was a screwed or a bad connection, all checked out fine, so i hooked up an extra pc fan to the side of the ballast, where it had a cut-out in the metal casing...
