Never heard of that... I don't know, but plants depend on a nature cycle, and that is quite the opposite so I would guess that's not true, but I may be wrong.

If I had to guess anything, I would say the light isn't good. But I thought you said you have a 600 W HPS light? That should be more than sufficient. Though something you may want to know MH is better for vegging since it's a blue light, and HPS is best for flowering since it's a a orange-ish light.
