When my plants sprout do I need to take the lid off and have the light 1 inch above them? (Its a florescent 50wat)

I used a plastic propagation dome with plastic top and bottom no holes, I got 4 rockwool cubes in it at the moment. Is it good to have like a half inch of water at the bottom of the tray? The thing is like a mini rain forest in there looks cool. I got a heat pad also.

Thanks for answering, well I put 2 root down my question is what do you do if you have some that sprout but some that are still in the rooting stage? Say like I had to put another seed another day later due to the tap root not coming fully out? Should I put the light on even though the others...

If anyone can answer go for it, but when putting a cracked/open seed say in rockwool do you put the seed shell in with tap root up or with tap root down and seed shell on top?
