Reason I ask about the exhaust fan is I would take it apart and use that vent as your exterior exhaust. I would connect that to your fan. It's important to exhaust both. Exhausting the light cools the light but not the radiant heat it gives off. Gotta cool both. I would cool the basement down a bit.

Where are you intaking your fresh air from? You should only have 2 lights per duct run max. By the time the air passes through the second bulb it is already pretty hot.
