Cant say for sure, cant see them that good but maybe fungus gnats....... Try letting your soil dry more before watering. Maybe some 3% peroxide at a 5 to 1 ratio with water, make a spray and spray on the top your soil to help with the larvae and some yellow sticky paper for the adult ones...
