Usually roots exposed to light just turn green and migrate away from the light. Brown roots usually indicate rot, along with the plastic covering and buckets I would run some H2O2 or an enzyme product like Hygrozyme.

I agree IF I know the source of the seeds. For my brick project though I prefer the paper-towel method so I know that when I put those seeds in medium they will pop. Good breeder seeds I just pop into light warrior or rapid-rooters though . . .
