It does help----I would try the dried sucanat granules at 2 tbs a gallon all the way till you pull the plants.

The oil is fine----next time mix it with some ivory dish soap or spreader sticker as an emulsifier. I mix it with the ivory and cedar oil and spray my plants once a week---zero problems...

You will get some airmovement with that but I would recommend going with a can-fan---vortex----or anything other than those duct fans---they just don't work well under static pressure.
