should help, probably would be better mixed into the soil, but that's not possible now good part is it's unlikely to burn anything, the so so part will be the slow release, something else will probably be needed(for nitrogen)

don't have specific knowledge of the hoof/horn meal, i do use bone meal that is a very good nutrient(6-9-0 for MG Organic) i'd think the hoof/horn would have slow nitrogen, sounds like a good addition to the soil
