I think it is quite the opposite. Bottom branches are the best because they have lower levels of hormones, or something to that effect. But it doesn't really matter. I think bottom tend to root more easily.

I covered the top layer of soil with sand and eventually they were gone. I haven't needed to use it since they've been gone, but if they return it's a simple matter to just cover the top again with sand.
