They need the space for their planes to land safely, dude. And given that a large contingent of the Iraqi parliament is Shia, and very friendly towards Iranian influence, the issue would be a total non-starter. And yes, the US did transfer the air bases because Iraq does indeed have an airforce.

Actually, it is a big reason why they can't. This is another reprecussion of the US pullout and transfer of airfields back to the Iraqis. And I doubt that the Azeri's are going to let them use their space... It's all a game of checks and balances.
