Actually the best time to flower your plants is when it reaches sexual maturity, usually around the 5th to 7th week of veg, it's called preflower, and it's basiclly when your plant is telling you that she's ready to start her reproductive cycle.

There are more light times for vegging, I used 16/8, and had satisfying results. 24/0, 20/4, 18/6, 16/8 are all good light timmings.
