    If the filter noticeably decreases the airflow of the fan, you put the fan on the filter. If the filter is free-flowing enough not to considerably impede your fan's airflow, you put the fan after the lamp.

    It looks like Phosphorus deficiency, at least primarily. Try to take whole-plant pics if you're able, as they're often necessary for a solid diagnosis. Have a look at the oldest leaves; the pod leaves and very first single- & three- bladed leaves. Those get hit first when there's a toxicity.

    Yes but it won't be as bright as a 400w bulb in the same setup and you'd have a much higher risk of failure. It's essentially trying to use an HPS with a dimmer.
