I reckon that is your problem. For example I have 4x150w TS1000s. I am in the middle of veg and mine are at 30% @ 24" (60cm).

What percentage is the light set to? I suspect it might be a combination of over watering and light stress.

I have done worse and they have recovered.

Tomatoes are way harder to grow right than weed.

Wait until they need it. I potted mine up 3 days ago and gave them a good "watering in", they are still as heavy as can be, they don't need watering. Keep checking the weight of the pot, you'll learn when you need to water.
