Only watering once a week because I thought watering too often probably would cost root rot

Right now I have 4 2700k Cfls but starting tomorrow I'll have them plus a Led grow light above.Im growing in Fox Farm Ocean forest.I usually only water like once a week because I was told it's good to let the soil dry out before constantly watering to prevent root rot.Kinda messed my Ph meter up...

First off my light touch the top of the plant and burned it a bit ,but the bottom leaves that are turning yellow on the edges I'm not sure about.Havent started feeding them nutes yet probably been past due what do you guys think?Also when should I go ahead and start Flowering?

Problem with that is it broke closer to the top

Alright so my light decided to fall on my plant which is only about a week old and it broke the main stem.Didn't break all the way off but it's pretty flimsy.Anyhow I cut open a straw and placed around it to hold it together...Do you guys think it'll recover?If so about how long will it take?
