i would go with 2 600w cool tubes and 36 plants is too much for that space i would do 10 hempy buckets and try for each plant getting about 3-4 ft tall at harvest.for that size plant i would get 2-3 gallon square plastic mop or waste buckets.and a bag of perlite each so your looking at about $7...

if the room gets so hot paint fumes are a problem your plants will be dead from the heat anyway.you can add mylar but as it gets dirty you lose a lot of light.the plain white is cleanable and reflects light good.

i wanted you to get 4 -- two gallon buckets but i was not sure how tall you wanted your plants to get? you can cut the tops off any 2 liter soda bottle and paint them white and make them your buckets for a while.

is the room there in cool and dark? not too much air flow.if there dry put them in jars..

if your going to get cfl's go to home depot get 2 of these splitters and 4 100 watt or bigger 6500k cfl's to veg for now you will need to add more later ,and for flower they have 300 watt 2700k ones for $16 each

i foliar feed the young one with jump start and my veg plants with v.h.o there both from advanced nutrients and they both work great.

big big thing is lights what are you looking to spend on lights? how many plants you want to grow and how tall do you want them to get? can i have the measurements of your closet?and is it white or can you paint it? if not you can tape up panda film.. you'll need a timer in a few weeks walmart...
