Overall they are looking great - I would clean up (trim) the bottom half, as you have a net setup, more so as you have mites. No point in keeping that much growth below the canopy -cut back and let the tops take all the glory! bottom will become a great breeding ground for more mites. Goodluck...
PM = Powdery Mildew and RH = Relative Humidity. When your RH is high for long periods of time, PM moves in and takes over, more so with dead spots in airflow. Best to foliar feed at lights on or early morning, and let things dry out fully before lights out.
Leaves curling upwards generally tell you that you have heat stress or high RH in the grow area. Since you have stated that you have had PM, I would assume high RH is your main issue as your lights are on a rail and unlikely to be causing heat stress over time. what is your RH on average?
Yeah good call, coco like a lower PH, 6-5.9, but really the best way to know is checking your run-off. Counter your readings from run off on the next watering. for example, if its coming out high, then lower your next watering, visa versa

Post a pic if you can, seedling dont need any food for the first week or so, feeding should start as per the instructions for the neuts you have chosen. Just bear in mind that its easy to go up, but hard to fix to much - they dont need much right now, just some basics to get started
From the manufactures website, they state the following:
STEP 2. pH Control Check pH is between 5.0 and 6.5. Check pH using the PH TEST KIT and adjust using PH UP or DOWN.
5.0 is right on the edge, so I would personally aim for 6.0 - 6.5 with these neuts. Read the instructions and follow them...

I still have my suspicions on over-watering, they just look soaked. You are right about BioBizz bringing down the PH a touch, but its just something you should never really leave to a guess. The basic test strips are cheap and give you a great idea of whats happening. If you cant get a test kit...
In my experience with using neem oil, you can't apply too much, I soak my plants early in the morning, low heat low light... And shake off all the excess. I know
