It's debatable, but IMO, the cheapest lights you can get are cfls. If you wire your own, you can get 200w for about $35. Enough for 2 plants, IMO.

Your plants will love the extra lights, I did a grow with 400w cfl side lighting, added a shitload of fat popcorn buds (not that I'm complaining lol). I'm looking forward to seeing pics of your plants and setup :)

cfls can be mounted or strung in any fashion. My next build is going to be cfl strings on shower curtain rods, can be mounted anywhere, any height. Splitters aren't necessary for optimal position, but they will double your output. ;-)

I think your plants are stretching because they are missing higher spectrums in veg under a hps. Can't you add 4 26w cfls to your grow? 100w of cfl cost $12. I don't go more than 2 weeks in party cups, by then they've got a decent rootmass at the bottom. I came across some 16oz peat pots 8/$1...
