Top it now so it will stop growing so tall. Then put it under 12/12 lighting. It is very important it gets 12 hours of light and 12 hours of uninterrupted darkness a day, this is what triggers it to bud.

I think I had a very different childhood than most people. My dad had me helping watering his plants by the time I was 8 or 9. Stuff like this just seems bizarre to me.
