what you are describing are not compact fluorescents. you are talking about fluorescent strip lights. i use a 4 foot 6 bulb t5 to veg under. it works great, but a metal halide is way better. look for either sunleaves fluorescent lights or new wave lights. use only t5 lights (not t8 or t12)...

the lower number is what they actually put out. the higher number is what their output is equivalent to in terms of incandescent light. so if you buy two bulbs that are 23w (45w equivalent) you only have 46w, not 90w.
